This book presents the alarming evidence that nation-states actively engage in terror, and also passively allow terror to be visited upon their citizens. It is not just liberation movements and radical groups that deploy terrorist tactics for offensive ends. States use terror defensively to directly intimidate their citizens, and to indirectly attack themselves or harm their citizens under a false flag. Their motivation? To provide pretexts for otherwise unwanted wars, or to gain increased police powers. Statesmen have executed indirect terrorism in various ways, but most plots tend to involve the pretence of blind eyes, misdirection, and cover-ups that give the statesmen plausible deniability. The shrinking of the 'Lusitania', the bombing of Pearl Harbour, the October Surprise, the first World Trade Center bombing, the Oklahoma City bombing and other well-known incidents suggest that terrorism is often successfully used by states to take the offensive against enemies at home and abroad. Was 9--11 such an indirect defensive attack? Len Bracken traces the clues circumstantially connecting a multi-armed hydra of oil interests, the CIA, FBI diplomats and statesmen to the September 11 attacks and examines whether they were engineered or allowed as a pretext for the war in Afghanistan. The subsequent anthrax attack targeting Democratic senators is considered in light of the controversial USA Patriot Acts rights-encroaching measures and the act's easy passage under conditions of terror. A shadow government appears to have covered the land like black ice.

Interesting preliminary analysis of the 9-11 events4
Bracken, an unconventional conspiracy author who seems inspired by Robert Anton Wilson at times has thrown his hat into the ring of anti-establishment theories surrounding the 9-11 attack. This is not at all an exhaustive or definitive look at the events on the day and surrounding the attacks. Bracken's theories are logical - far more so than the U.S. Administration's theories that are full of internal contradiction and lacking in evidence other than hearsay or planted items. Evidence that would confirm the government story is conspicuously lacking - either non-existent (like black boxes which would be present after an actual jet crash), destroyed, or kept secret (like the surveillance cam focused on the Pentagon which likely revealed that the plane hitting the target was actually a holographic projection cloaking a missile). More and more people who objectively examine the evidence and information available have concluded that 9-11 was an inside job. Those who refuse to even consider this possibility have earned a cruise along "d" Nile. Bracken is a talented writer, although his style is not ideally suited to a straight historical research book. This is a solid book, but there are better books available detailing the information surrounding the September 11 saga.

With even such highly respected social critics as Christopher Hitchens justifying a pro-war stance by opining falsely about "the frantic and discredited few who think or suggest that George W. Bush fixed up the attacks", this book is a must-read for students of the truth. The Shadow Government is a compendium of information about important real-life events that have yet to be investigated or explained concerning the state terror thesis with regard to 9/11. This research has not been "discredited", but simply dropped and/or not yet completely pursued by parapolitical researchers. Some of these situations will never be fully examined, making the fact that this is an early contribution to conspiracy literature on the topic all the more important to a broader audience likely to be swept up in mainstream efforts to rewrite the facts after the coming war.

Procrustes was a notorious scoundrel who waylaid unwary tourists. He'd stretch short tourists on a rack to fit a long bed, and chop off the legs of tall tourists to fit a short bed. So here does The Shadow Government with facts to fit Bracken & Smith's "State-Terror Thesis": namely, that the US government engineered the 9-11 and anthrax attacks. The motivation? To provide pretexts for unwanted wars and increased police powers. If you believe that, you believe in the Tooth Fairy.

Bracken & Smith's "State-Terror Thesis" rests uneasily on the hypothesis that terrorist attacks are too technically complex to have been done by a single person. However, one can't so easily underestimate the damage that may be done by a determined individual.

Bracken & Smith state that "Credible reports that the anthrax attacks came from within the US biological warfare establishment were made as early as November 2001." This "credible report" is traced to an unnamed "member of the US delegation to the United Nations, speaking in Berlin". It would be much more credible if we knew who this "member" is, but we don't. Like this book, it's not credible at all.
