Amazon.com Product Description
Zalman's CNPS7700-Cu cooler for Intel/AMD Motherboards and CPUs offers a large, high-efficiency fan and pure-copper base material to ensure excellent heat dissipation. It also works with a range of prominent CPUs and motherboards, including Intel Pentium 4 (Socket 775), Intel Pentium 4 (Socket 478), and AMD64 (Socket 754/939/940). When it's set to silent mode, the cooler generates no noise or vibrations.
The large, 120 mm fan inside the cooler's FHS maximizes cooling performance by providing sufficient airflow over a large area, cooling not only the CPU, but the VGA card, Northbridge, FET, and RAM--even at slow rotation speeds. The supplied adjustable fan speed controller (Fan Mate 2) lets you control fan noise as well as performance.
The maximum weight for a cooler (fan) is specified as 450g (.99 pounds) for Intel Socket 775/478 and AMD Socket 754/939/940. Special care should be taken when moving a computer equipped with a cooler that exceeds the relevant weight limit (the CNPS7700 weighs 918g). Zalman Tech is not responsible for any damage that occurs when moving a computer.

quite like promissed
This is the right step to easily improve your PC's noise level. However, you must take out the motherboard. That's not complicated but it's a little combersum. The manual is understandable and it's well worth the effort and the money.
Quiet
It's very quiet and cool CPU cooling system, but it's a little hard to install in Socket 478 motherboard.
CPU cooling fan
I have Dell Dimension 8400 which made a noise like a locomotive after 8 months. I called the Dell support, which was useless. The support diagnosis was incorrect, and Dell recommended changing computer case fan. Anyway after several attempts with Dell technician to come by my house, and resolve this problem (This area dell technician was a joke). I gave up on Dell's support. I decided to troubleshoot the cause for this noise after ordeal with Dell support, I found out the real culprit of this noise, it was the cpu fan with problematic CPU heat sink. In fact when I googled the noisy Dell 8400, I found many other Dimension 8400 owners with the same noisy problem. I ordered this Zalman CPU fan with heat sink. It took a bit of modification for the bracket for the cooling fan to fit into my motherboard, but after couple of hours later I managed to installed this cooling fan. It has been about 2.5 years ago, and my Dimension 8400 is still humming like a little baby. I am very happy with Zalman products, and I would recommend this cooling fan to anyone who is having trouble with noisy CPU fans.
