The data is anonymous, but it's given TomTom an enormous pile of route and speed data, which they've used to tie community data to routing with their new IQ Routes feature, which calculates routes using the actual recorded average speeds of travel to calculate your trip rather than posted speed limits, giving you an extremely accurate prediction of how long any given route will actually take at any given time. This is a refurbished GPS. Refurbished generally means that the unit has been returned to the manufacturer, who brings the navigator back to like new conditions. Some GPS may contain cosmetic blemishes. There is a six month guarantee on parts and labor on TomTom refurbished products.

Starting up can seem like a slow business, particularly if you’re in a hurry, because the GPS receiver needs to know exactly where each GPS satellite is to calculate your location. But satellites only broadcast their positions once every 30 seconds. So if any of their signals are interrupted, for example by passing high buildings, the whole position-fixing process has to repeat itself again and again until the perfect fix is achieved. QuickGPSfix takes a smarter approach.
QuickGPSfix can speed up the time it takes to fix your GPS position by downloading the latest satellite data via an Internet connection. Just connect your TomTom device to your computer and TomTom HOME automatically downloads ‘QuickGPSfix’ – a special GPS data file that helps your TomTom fix your position quicker, even when the GPS signal is weak or partially blocked.

On the road or no access to TomTom HOME?
Get the same ‘QuickGPSfix’ data by simply connecting to any TomTom PLUS service, using a wireless data connection. As soon as a connection is established, the ‘QuickGPSfix’ data is automatically updated.

Be warned!
Bought the GPS on Jan 14th 09. I did realize that I would get a unit that was repacked, maybe even used but fully functional. That I only get 6 months guarantee is mentioned in the description.
What I did NOT know at this point - and what is certainly not mentioned in the description - is the fact that TomTom does not give Latest Map Guarantee (LMG) on refurbished units! The LMG is a nice feature that (AFAIK) goes with every unit and gives you the opportunity to update the installed maps for free in the 30 days after purchase.
That means that you get the newest map for free in case right after your purchase a new map is released by TomTom, which is normally the case every 3 months.
This you do NOT get with the refurbished units. OK, I would accept that when the maps that I got with the unit would be fairly new. What I got are maps from spring 2008! And after talking to TomTom Support I realized that it is a game of luck what versions may come with the device, depending alone on the time when the unit was refurbished.
The feature I was looking forward to was Active Lane Guidance(ALG). I'm driving up and down I-95 and I have not yet seen a single ALG image! So the map version is pretty useless to me. The coverage with ALG surely gets better with every map version, ergo: by new maps.
The new maps will cost you at the moment 110$ for North America and another 160$ for Central and Western Europe.
Unit cost me 289 add both maps and you are at 559$.
New units sell currently for around 400$.
Think about it. Does that make sense?
BTW: Calling TomTom Support didn't change a thing: "...yes, no, very sorry, but no, no LMG on refurbished units..."
Very helpful, especially if you are visiting Europe
Bought the unit a few months ago and have used it now for two trips (one to Sonoma, one to Italy). In the US it has worked very well generally once we got it set up and running. However, it was invaluable to us in our trip to Italy (Southern Tuscany and Umbria). The unit had almost all of the roads, even may of the small gravel roads available (but never put you on the gravel roads unless you chose to go there). It also did a very good job with roundabouts (telling you precisely which exit to take).
To be completely fair, I think we remember two roundabouts that it had identified as merely turns but, in both instances, it was pretty easy to figure out where you were going.
Also, unlike other commenters, we have had no problem with the lane guidance feature (even in Italy).

Overall good - will focus on the the negatives - cant put in addresses with hyphens etc in the street numbers, cant put street names, have to reset everytime you turn the car off and on - irritating if you use it as an MP3 player over FM speakers (difficult to find empty FM channels anyway).
