Yes, it does look like a dictionary, but...4
It came pretty handy for me when I visited France last year. When you get the hang of a language, more often you would look up the replacement words to put in a sentence you already know.
Besides it is not a "school" dictionary, and it puts emphasis on the words you would use as a tourist. It also lists quite a few usable sample expressions under the word entries so it is easier to look them up when you need them.
I recommend this little book for tourists.

Useless as a phrasebook1
This is not a phrasebook! It's a pocket dictionary. If I wanted a pocket dictionary, I would not have ordered something with "phrase book" in the title. There are only a handful of phrases in the entire book! Will return for something more useful. Will NOT recommend.
